My name is Cecilia Boyer, though many know me simply as CeCe. I am proud to be a Traveling Animal Welfare Advocate and the Founder of Paws on Road, a mission rooted in compassion, education, and the belief that every animal deserves a second chance. For more than a decade, my journey in animal rescue and advocacy has been filled with both heartbreaking and heartwarming moments. I have witnessed animals arrive at shelters frightened and uncertain, only to rediscover trust and love through patience and care. I have also experienced the joy of seeing them walk out those same doors into the arms of families who will cherish them forever. None of this would have been possible without the extraordinary 501(c)(3) rescue organizations I have been fortunate to partner with. Their guidance, resources, and dedication have made it possible to save countless lives, and for that, I am endlessly grateful.
Throughout these years, I have coordinated adoptions, organized transports, supported medical care, and assisted with vaccinations and grooming to ensure animals are healthy and ready for new beginnings. I have learned that rescue work extends far beyond saving lives, it is about advocating for compassion, responsibility, and respect for all living beings. Every act of kindness, no matter how small, holds the power to change an animal’s world forever. Equally meaningful are the people I have met along the way, volunteers, fosters, veterinarians, and trainers who share the same unwavering passion. Many have become mentors, friends, and even family. Together, we form a community built on empathy, teamwork, and hope. Their dedication continues to inspire me to do more and never give up on this mission. Over the years, I have gained invaluable knowledge from animal behaviorists, veterinarians, and rescue leaders. I have learned that animals are far more resilient than we often realize, and that patience and kindness can truly transform lives. Each story of survival strengthens my resolve to keep moving forward, traveling wherever help is needed most, and standing up for those who cannot speak for themselves.
My commitment to animal welfare remains unwavering. I will continue to advocate for stronger protection laws, support local rescue groups, and educate communities about responsible pet care and adoption. This work is not just what I do, it is who I am.
I am deeply honored to serve as a voice for the voiceless, a traveler with purpose, and a lifelong advocate for compassion on every road I take.

The Misson
The mission takes Paws on Road all across the United States, where dedicated time and energy to help homeless animals and support 501 (c)(3) rescue organizations. Paws on Road believes every animal deserves a loving home. Whether it’s raising awareness, assisting shelters, or helping with adoptions, dog walking, helping with fostering, fully invested in making a positive impact on the lives of these animals.

The Story
1997
My love for helping animals began when I was very young, sparked by a moment of loss that forever changed how I saw the world. When I was just four years old, my beloved Pekingese named Casey went missing. He was more than just a pet to me, he was my best friend, my constant companion, and my source of comfort during my early childhood. One day he was there, and the next, he was gone. The emptiness that followed was something I could not understand at that age, but I felt it deeply. I searched for him in every passing car, every distant bark, hoping I would see his little face again. I never did. That heartbreak became a quiet promise inside me, one that has guided me ever since, to never stop fighting for animals who cannot find their way home.
Time, as it often does, brought healing in the form of a new friend. A small Yorkie Poodle named Mia came into my life and filled the space that loss had left behind. From the moment I met her, I felt a connection that was pure and unspoken. Every afternoon, I would rush home from school, knowing she would be waiting by the door, tail wagging, ready to greet me as if I were her entire world. Mia’s love reminded me that the pain of loss and the joy of love can coexist, and that one can give meaning to the other. As the years passed, my family grew to include more dogs, each with their own stories, quirks, and lessons to teach me. Through them, I learned patience, responsibility, and the incredible power of unconditional love. My childhood became a collection of wet noses, muddy paws, and memories that shaped not just my home but my heart.
After high school graduation, I accepted a position at a dog boarding facility located beside the Old Dominion Humane Society, a rescue organization that would change my path forever. It was there that I met a remarkable woman named Chrissy Blake, the founder of the rescue, whose compassion and dedication opened my eyes to the world of animal rescue. Under her guidance, I began fostering and volunteering, witnessing firsthand the transformation of fear into trust and neglect into hope. One of my first fosters was a Pitbull affectionately known as Patched Eye Momma. She came to me fragile and uncertain, yet with time and care, she blossomed into a dog full of love and grace. I could not bear to say goodbye, so I adopted her, what rescue volunteers fondly call a foster fail. Soon after, another sweet soul named Ellie came into my care and also became part of my family.
These animals taught me more than I could ever express. They taught me about resilience, forgiveness, and the kind of love that expects nothing in return. Losing them was heartbreaking, and though I no longer see their faces waiting for me, I feel their presence in everything I do. The love they gave so freely continues to guide me every day. Through every heartbreak and every new beginning, I have learned that rescue work is more than a mission, it is a promise. A promise to protect, to speak up, and to love without limits.
My commitment to advocating for homeless animals remains as strong as ever. I am dedicated to raising awareness about the importance of spaying and neutering, and I continue to support local rescue organizations to give abandoned and forgotten animals the second chances they deserve. And so, I keep rescuing, I keep traveling, and I keep fighting for those who have no voice. Because every life saved, every heart healed, and every story rewritten reminds me of one simple truth, love always finds its way home.
